Accelerating Digital Transformation for Higher Education Institutions in Southeast Asia (DXSEA)

The DX.SEA project, titled “Accelerating Digital Transformation for Higher Education Institutions in Southeast Asia,” is an Erasmus+ Capacity Building in Higher Education (CBHE) initiative funded by the European Union.
Coordinated by Universiti Teknologi Malaysia (UTM), the project brings together universities and research institutions from Europe and Southeast Asia with the shared goal of promoting digital transformation and strengthening higher education systems in the region.

The project supports universities in developing digital strategic plans, implementing innovative policies, and improving pedagogical approaches through capacity building and training programs. Its key objectives include:
 - Enhancing institutional digital readiness
 - Strengthening ICT infrastructure and digital learning environments
 - Building staff capacity through Train-the-Trainer programs
 - Fostering modern, sustainable, and inclusive models of higher education

Through its implementation from 2023 to 2025, DX.SEA has developed guideline manuals, training materials, and open resources to empower higher education institutions in Cambodia, Lao PDR, and Malaysia in their digital transformation journeys.

As part of the DX.SEA project activities, the Institute of Technology of Cambodia (ITC) hosted the Training of Trainers (ToT) workshop from February 17 to 21, 2025. The event was conducted in a hybrid format, combining onsite and online participation.

The workshop gathered representatives from partner universities including:
 - University of Heng Samrin Thbongkhmum (Cambodia)
 - Savannakhet University and the National University of Laos (Lao PDR)
 - Universiti Teknologi Malaysia and Universiti Malaysia Sabah (Malaysia)
 - Tallinn University of Technology (Estonia)
 - University of Hradec Králové (Czech Republic)
 - University of Granada (Spain)
 - Instituto Superior Técnico (Portugal)
 - Riga Technical University (Latvia)

The training focused on three core themes essential to digital transformation in higher education:
1. Digital Leadership
2. Moodle-based Teaching and Learning
3. Pedagogical Approaches

As part of the outcomes, guideline manuals were produced in Khmer, Laotian, and English, serving as valuable resources for higher education institutions in Southeast Asia to enhance digital education and teaching practices.

The event reinforced ITC’s commitment to supporting digital transformation in the education sector and strengthening human resource capacity to adapt to evolving technologies.
